Sanskrit text, Unicode transliteration and English translation of verse 3.14.118:

आप के चापरार्थत्वान्नाभे उपजायत
उभ इत तत स्वार्थे भेदवृत्तिः प्रयुज्यते  ११

i ke carārthatvānnābheda upajāyate |
ubhe iti tata ٳ bhedavṛtti prayujyate || 118 ||

118. When or ka follows, there is no subordination to the meaning of another and so no identification takes place. Therefore the word ubha, with the suffix added in the meaning of the stem itself and resting on differentiation is used.

Commentary

[The word ubha is used only when ṭ and the suffix of the dual or the suffix ka are used. Seevā. 8 and 9 on P. 1.1.27. The feminine suffix and ka are added to a stem in its own meaning (ٳ). So there is no question of the meaning of the stem becoming subordinate to that of the suffix and so abheda docs not come to be. In such a case, the word which stands for bheda can be used and we get the forms ubhe and ubhaka. When the suffix has its own meaning or when the primary word of the compound follows, the meaning of the secondary constituent becomes subordinate to that of the primary word, so ubha cannot be used. Ubhaya is used instead.]
