Sanskrit text, Unicode transliteration and English translation of verse 3.7.143:

गतिर्विन त्ववधिना नापा इत गम्यते
वृक्षस्य पर्ण पततीत्येवं भाष्ये निदर्शितम् १४

gatirvinā tvavadhinā nāpāya iti gamyate |
vṛkṣasya parṇa patatītyeva bhāṣye nidarśitam || 143 ||

143. It is understood that unless there is a starting point, there cannot be any departure (). This has been explained in the ṣy in regard to the sentence: vṛkṣasya parṇa patati = ‘the leaf of the tree falls.

Commentary

It is now shown that there cannot be any unless there is a starting-point.

[Read verse 143 above]

[It is explained in the Ѳṣy on P. 1.4.23 that a movement cannot be called except in relation to a starting point. That is why in the sentence vṛkṣasya parṇa patati = ‘the leaf of the tree falls the action of falling is not because the tree is not presented as the starting-point. In the sentence vṛkṣāt parṇa patati = the leaf falls from the tree, the falling is because the tree is here presented as the starting point.]

How one and the same thing becomes a different is now explained.
