Sanskrit text, Unicode transliteration and English translation of verse 3.9.1:
व्यापारव्यतिरेके� कालमेक� प्रचक्षत� �
नित्यमेक� विभु द्रव्य� परिमाण� क्रियावताम� � � �vyāpāravyatirekeṇa kālameke pracakṣate |
nityameka� vibhu dravya� parimāṇa� kriyāvatām || 1 ||1. Some have declared Time to be a substance (dravya) one, different from action, eternal, all-pervasive, something which measures things in action.
